Best WhatsApp Business API Providers for UAE and Saudi Arabia (2026)
Meta's WhatsApp rates for the UAE, Saudi Arabia and the Gulf after the 1 October 2026 increase, Arabic and RTL template tips, and a fair comparison of ten providers active in the region, including BIK, Unifonic, 360dialog, Twilio and SleekFlow.
Short answer: In the UAE and Saudi Arabia, Meta charges $0.0576 per delivered WhatsApp marketing message from 1 October 2026, plus $0.0157 per utility message in the UAE and $0.0107 in Saudi Arabia. Providers add their own fees on top, and in the Gulf a 20% markup costs far more than in cheaper markets. For ecommerce brands, BIK is a strong choice: Meta's rates at cost with no markup, and a platform priced on contacts from $250 per month. Brands that only need API access can use BIK's BSP (API-only) offering: $10 per number per month, $0 platform fee. Unifonic, 360dialog, Twilio, SleekFlow, respond.io, Infobip and Gupshup each fit other needs.
The Gulf is one of the most expensive regions to send WhatsApp messages, and it just got more expensive. On 1 October 2026 Meta raised marketing rates by about 15% in the UAE and Saudi Arabia, and by over 130% in Kuwait. At these prices, provider markups, template categories and Arabic template quality all have a direct effect on margin. This guide covers current Gulf rates, what to know about Arabic templates, and how ten providers active in the region compare, using only facts each publishes as of October 2026.
WhatsApp Business API rates in the UAE and Saudi Arabia
Meta charges per delivered template message, by category and by the recipient's country code. From 1 October 2026, service replies inside the 24-hour customer service window cost the utility rate after 1,000 free per business number per month. Utility templates inside an open window are now charged too.
| Recipient country | Marketing | Utility and authentication | Change on 1 October 2026 | Source |
|---|---|---|---|---|
| United Arab Emirates | $0.0576 | $0.0157 | Marketing up from $0.0499 | YCloud, InstantDM |
| Saudi Arabia | $0.0576 | $0.0107 | Marketing up from $0.0501 | YCloud, LetsBot |
| Kuwait | $0.0792 | $0.0440 | Marketing up from $0.0341, utility up from $0.0091 | YCloud |
| Oman | See Meta rate card | $0.0247 | Utility up from $0.0091 | YCloud |
| Other Middle East | $0.0392 | See Meta rate card | Marketing up from $0.0341 | YCloud |
Rates are in USD, before provider fees and VAT, as reproduced from Meta's rate card by the sources listed. Always confirm against Meta's current rate card before budgeting. Meta can change prices only on 1 January, 1 April, 1 July and 1 October.
Two more Gulf-specific points:
- Local currency billing. Meta's pricing documentation lists AED and SAR among the currencies it added on 1 April 2026. An existing WhatsApp Business Account's currency cannot be changed, so billing in AED or SAR needs a new account created in that currency.
- VAT. Saudi Arabia charges 15% VAT and the UAE 5%. Rate cards are quoted excluding VAT, so add it when you budget.
What a month of WhatsApp costs in the Gulf
Take a retailer with one number sending 20,000 marketing messages, 10,000 utility messages and 4,000 service replies a month (1,000 of them free). Before VAT:
| Provider fee model | UAE recipients | Saudi recipients |
|---|---|---|
| Meta at cost (BIK BSP, plus $10 per number) | $1,356.10 | $1,291.10 |
| Meta plus $0.001 per message (Gupshup) | $1,390.10 | $1,325.10 |
| Meta plus $0.005 per message (Twilio, outbound only shown) | $1,526.10 | $1,461.10 |
| Meta plus 20% markup | $1,627.32 | $1,549.32 |
These rows show provider message fees only; BIK's platform, if you want it, is a separate subscription from $250 per month. With VAT at cost, the bill is about $1,423.90 in the UAE and $1,484.77 in Saudi Arabia. A 20% markup costs this retailer about $3,250 a year on UAE traffic alone. Fixed per-message fees matter most on utility: Twilio's $0.005 adds about 32% to a UAE utility message and about 47% to a Saudi one. Our WhatsApp Business API pricing guide has rates for other markets, and the cost per marketing message compares the Gulf with India, the US and Europe.
Arabic and RTL template notes
Most Gulf brands message customers in both Arabic and English. A few practical points keep templates approved and readable:
- Set the template language to match the content. A common rejection reason is a language mismatch, for example English selected but the content in Arabic, or a template that mixes languages. Create an Arabic version and an English version rather than one bilingual message.
- Write Arabic natively, not machine-translated. Spelling and grammar errors are another listed rejection reason, and they hurt trust.
- Check right-to-left layout on a real phone. Arabic text runs right to left, but variables such as order numbers, prices and links run left to right. Preview with real values to make sure punctuation and numbers land where you expect.
- Keep buttons short. Meta allows up to 25 characters on quick reply and call-to-action buttons, in any language.
- Pick a send language per customer. Store each customer's preferred language on their profile and choose the template version from it, rather than sending both.

How BIK helps Gulf ecommerce brands
At Gulf prices, waste is expensive. Beyond at-cost messaging, the BIK platform's features are built to send fewer, better marketing messages:
- Segments and journeys on one customer profile across WhatsApp, Instagram, email, SMS, RCS, web push and live chat, so you can send WhatsApp only where it earns its cost.
- Messaging Limits skip customers who already had a set number of messages in a time window.
- Smart Retry resends campaign messages that failed on Meta's per-user marketing limits, inside a retry window.
- Best Time to Send and Do Not Disturb quiet hours.
- Fallback AI creates a Meta-compliant backup template if a primary template is paused or restricted.
- End-to-End Checkout on WhatsApp, a Campaign Sales Agent that answers customers who reply to campaigns, and WhatsApp calling in the helpdesk.
- Migration included and a dedicated WhatsApp group with the BIK team for support.

These features are part of the BIK platform, which is not included in the BSP's $10 per number. The platform starts at $250 per month, priced on unique contacts with AI credits included; 100,000 contacts is $300 per month. Messages sent from it are billed at Meta's rate card with no markup.
When another option fits better
- You want a regional vendor with a Saudi presence for procurement reasons: Unifonic.
- You are building WhatsApp into your own app: 360dialog, Twilio or Gupshup, or BIK's BSP offering on its own.
- You are not an ecommerce business: SleekFlow, respond.io or Gallabox fit service, real estate and lead-led businesses better.
- You only want a basic WhatsApp inbox with no retention programme: a lighter inbox tool may be enough. Smaller brands that want BIK's retention tools can start on BIK's startup plan.

Yes. Set the template language to Arabic and write the whole template in Arabic. Templates that mix languages, or whose content does not match the selected language, are a common reason for rejection.
