WhatsApp Business API Pricing 2026: Rates by Country, Category and Provider
Meta's WhatsApp Business API rates for 12 countries in October 2026, by marketing, utility and authentication, plus the new service message charges, volume tiers, calling prices, provider fees and four worked monthly cost examples.
Short answer: WhatsApp Business API pricing in 2026 has two layers. Meta charges per delivered template message by category and recipient country: for example $0.0250 for a marketing message and $0.0034 for a utility or authentication message to a US number, or ₹0.8631 and ₹0.1150 to an Indian number. From 1 October 2026, service replies cost the utility rate after 1,000 free per number each month. Your provider then adds its own fees. BIK's BSP (API-only) offering passes Meta's rates through at cost, with no markup, a $0 platform fee and $10 per number per month; BIK's marketing platform is a separate subscription from $250 per month.
The WhatsApp Business API, also called the WhatsApp Business Platform or Cloud API, has no subscription fee from Meta. You pay for messages. What makes budgets hard is that the same message costs ten times more in Germany than in India, that categories are priced very differently, and that providers add fees in different ways. This guide sets out Meta's current rates for 12 major markets, explains the free tiers and volume tiers, shows how provider fees stack on top, and works through four calculator-style examples.
How WhatsApp Business API pricing works in 2026
Since 1 July 2025, Meta has billed the WhatsApp Business Platform per delivered message. The older 24-hour conversation model is deprecated. Four things set the price of any message:
- Category. Templates are marketing, utility or authentication. Free-form replies inside the 24-hour customer service window are service messages.
- Recipient country. The country calling code of the person receiving the message decides the rate, not where your business is based.
- Volume tier. Utility and authentication messages get lower rates at higher monthly volumes in each market. Marketing messages do not.
- Delivery. Meta charges only for delivered messages.
Meta can change rates only on the first day of a quarter: 1 January, 1 April, 1 July or 1 October. Rate card updates come with at least one month's notice, according to Meta's pricing documentation.
The four message categories
- Marketing: promotions, launches, offers, abandoned cart reminders, back in stock alerts and re-engagement. The most expensive category everywhere.
- Utility: messages about a transaction the customer started, such as order confirmations, shipping updates and payment receipts.
- Authentication: one-time passwords and login codes. In most markets it costs the same as utility. Some markets also have a higher authentication-international rate.
- Service: non-template replies inside an open 24-hour window that the customer opened by messaging you.
WhatsApp API pricing by country (October 2026)
These are Meta's base rates per delivered message in USD, before any provider fee and before tax, effective 1 October 2026. India's rates are also published in INR. Service messages are charged at the utility rate after the free allowance.

Three patterns matter for budgeting:
- Western Europe is the most expensive region. A marketing message to Germany costs more than eleven times one to India.
- The Gulf rose on 1 October 2026. UAE marketing went from $0.0499 to $0.0576 and Saudi Arabia from $0.0501 to $0.0576, according to YCloud. Mexico rose from $0.0305 to $0.0397.
- Utility is cheap almost everywhere, except Indonesia. Correct categorisation saves real money.
Is anything free on the WhatsApp Business API?
Less than before. After the October 2026 change, these are the free elements:
- 1,000 service messages per business phone number per month. Beyond that, service replies cost the recipient country's utility rate. The allowance resets monthly, does not roll over and is not shared across numbers.
- Free entry point conversations. When a customer messages you from a Click-to-WhatsApp ad or a Facebook Page call-to-action button and you reply in time, messages inside the free entry point window are not charged, including templates.
- Incoming messages. Meta does not charge for messages customers send you.
- User-initiated calls. Meta's Calling API pricing page states that all calls placed by the WhatsApp user to the business are free.
What is no longer free: utility templates sent inside an open customer service window. They were free from July 2025 to 30 September 2026. From 1 October 2026 they are charged at the utility rate from the first message, and they never count toward the 1,000 free service messages. Our service message pricing explainer covers the change in detail. Businesses also need a payment method on file for chargeable service messages to keep flowing.
Volume tiers for utility and authentication
Meta's volume tiers work like tax brackets. Per Meta's documentation:
- Tiers apply only to utility and authentication messages. Marketing is always charged at the marketing rate, and service messages get no volume discount.
- Volume is counted per market and category, and aggregated across all WhatsApp Business Accounts in your business portfolio.
- Only charged messages count, so free messages do not move you up a tier.
- Only the messages above a tier threshold get that tier's lower rate.
- Tiers reset monthly, at midnight in your WhatsApp Business Account's timezone.
For most ecommerce brands, tiers make little difference. InstantDM reports that India's utility rate stays at ₹0.1150 until 25 million delivered messages in a month. Tiers matter mainly for banks, marketplaces and apps that send OTPs at scale.
WhatsApp authentication pricing
Authentication templates are priced at the same level as utility in most markets, so an OTP to a US number costs $0.0034 and one to an Indian number ₹0.1150 at Meta's base rate. Authentication volume has its own tiers per market. One caution:
- Some markets have a separate, much higher rate that applies when an eligible business sends OTPs there. InstantDM lists India's authentication-international rate at $0.0304 (₹2.4971), about 22 times the domestic rate. YCloud lists new authentication-international rates for nine markets from 1 October 2026, such as $0.0960 for Bangladesh and $0.1440 for Sri Lanka.
WhatsApp calling API pricing
The WhatsApp Business Calling API has its own pricing. According to Meta's calling pricing page:
- User-initiated calls are free.
- Business-initiated calls are charged by duration, destination country code and monthly volume tier.
- Duration is billed in six-second pulses, rounded up. A 56-second call counts as 10 pulses.
- Call permission request messages are billed as messages, not calls.
Meta publishes the per-country call rates in downloadable rate cards. Twilio's WhatsApp pricing page reproduces Meta's outbound connectivity fee for a few markets, as listed in October 2026: $0.0121 per minute to the US and Canada, $0.0099 to the UK and $0.0053 to India, with inbound at $0. Twilio adds its own $0.005 per minute on top.
The provider fee layer
You reach the WhatsApp Business Platform through a Meta Business Solution Provider (BSP) or a tech provider. Meta's rate is the same whichever provider you use. What changes is what the provider adds. There are four common models.
| Provider | Fee model | What they charge on top of Meta (as listed in October 2026) |
|---|---|---|
| BIK | At cost | BSP (API only): no message markup, $0 platform fee, $10 per WhatsApp number per month. Platform: separate subscription from $250 per month, priced on contacts |
| respond.io | At cost plus plan | States it passes Meta's rates through with no markup; plans from $79 per month |
| 360dialog | Per number | €49, €99 or €500 per number per month on its direct plans; Meta fees listed separately |
| Gupshup | Fixed fee per message | $0.001 per message, Meta fees billed at actuals |
| Twilio | Fixed fee per message | $0.005 per message inbound or outbound, $0.001 per failed message |
| SleekFlow | Plan plus hosting | $15 per month number hosting, messages per SleekFlow rate card, plans from $49 per month |
| Interakt, Gallabox, AiSensy | Plan plus markup | Reported 12% to 25% markup on Interakt's self-serve plans; Gallabox discounts its markup on Enterprise; AiSensy lists India marketing at ₹1.09 against Meta's ₹0.8631 |
Fixed per-message fees weigh most in cheap markets. Twilio's $0.005 more than quadruples the cost of an Indian utility message. Percentage markups weigh most in expensive markets, because they scale with Meta's rate. Our guide to WhatsApp BSP markups explains how to read each model, and the top WhatsApp Business API providers in 2026 compares more vendors.

Worked examples: what a month on the WhatsApp API costs
These examples use Meta's base rates from the table above, assume one WhatsApp number and that every message is delivered. They exclude tax and plan fees.
Example 1: Indian D2C brand
| Line | Volume | Rate | Cost |
|---|---|---|---|
| Marketing campaigns | 1,00,000 | ₹0.8631 | ₹86,310 |
| Order and shipping updates (utility) | 40,000 | ₹0.1150 | ₹4,600 |
| Login OTPs (authentication) | 5,000 | ₹0.1150 | ₹575 |
| Support replies (service) | 6,000, of which 1,000 free | ₹0.1150 | ₹575 |
| Meta total | ₹92,060 |
With 18% GST, the bill is about ₹1,08,631. At AiSensy's listed India prices, the same volume comes to about ₹1,16,250 before GST. Marketing is about 94% of the Meta cost, so frequency and targeting decide the bill. The India pricing guide covers GST and INR billing.
Example 2: US Shopify brand
| Line | Volume | Rate | Cost |
|---|---|---|---|
| Marketing | 40,000 | $0.0250 | $1,000.00 |
| Utility | 20,000 | $0.0034 | $68.00 |
| Service | 3,000, of which 1,000 free | $0.0034 | $6.80 |
| Meta total | $1,074.80 |
On top of this, Gupshup's $0.001 fee would add $63 on these 63,000 outbound messages, Twilio's $0.005 fee would add $315 (plus its fee on inbound messages), and a 20% markup would add about $215. With BIK's BSP offering the message cost stays at $1,074.80, plus $10 for the number.
Example 3: UAE and Saudi Arabia retailer
A retailer sending 20,000 marketing messages, 10,000 utility messages and 4,000 service replies a month to UAE numbers pays Meta $1,152 + $157 + $47.10 = $1,356.10. The same mix to Saudi numbers costs $1,152 + $107 + $32.10 = $1,291.10. Local VAT applies on the invoice. The UAE and Saudi provider guide covers Gulf-specific choices.
Example 4: Abandoned checkout calls
A brand placing 1,000 business-initiated WhatsApp calls a month, averaging three minutes each, pays about $36.30 in Meta connectivity fees to US numbers, or about $15.90 to Indian numbers, using the per-minute figures Twilio lists. User-initiated calls cost nothing.
How to lower your WhatsApp API bill
- Remove the markup. At the same volume, a provider that charges Meta's rate at cost is the cheapest route.
- Categorise templates correctly. Keep promotional content out of order and shipping templates so they stay utility.
- Segment and cap frequency. Marketing has no volume discount, so every unneeded send is full price.
- Answer more questions in fewer messages. Since October 2026, every service reply after the first 1,000 costs money, so an AI agent that resolves a query in two replies beats five back-and-forths.
How BIK prices the WhatsApp Business API
BIK is a retention, conversational commerce and helpdesk platform for ecommerce brands, and a Meta Business Solution Provider. It sells two separate offerings. BIK's BSP (API-only) offering is priced the same in every country:
- Meta's rate card at cost, with no markup on marketing, utility, authentication or service messages.
- $0 platform fee for WhatsApp and $10 per WhatsApp number per month.
- Prepaid wallet billing: each message is charged to your BIK wallet as it is sent.
- Migration included from any provider, and every client gets a dedicated WhatsApp group with the BIK team for support.
The BIK platform is a separate subscription and is not included in the $10. It starts at $250 per month, priced on unique contacts with AI credits included; 100,000 contacts is $300 per month. It covers WhatsApp, Instagram, email, SMS, RCS, web push and live chat on one customer profile, with journeys, campaigns, segments, AI agents and a helpdesk. Messages sent from the platform are billed at Meta's rate card with no markup.
Several BIK features directly cut message spend: Messaging Limits to cap frequency across channels, Smart Retry to resend campaign messages that failed on Meta's per-user marketing limits, Best Time to Send, Do Not Disturb quiet hours, and Fallback AI, which generates a Meta-compliant backup template when a primary template is paused. The template builder separates Marketing and Utility categories and supports carousel cards with up to 10 cards. BIK's helpdesk also supports WhatsApp calling, with both customer-initiated and business-initiated calls.

When another option fits better
- You only need an API. If your engineers are building WhatsApp into your own app, Twilio, Gupshup or 360dialog give you developer-first tooling, and BIK's platform features would go unused; BIK's BSP offering is the API-only alternative.
- Basic inbox only. If you want a WhatsApp inbox with no retention programme, a lighter tool may fit. Smaller brands that want retention can start on BIK's startup plan.
- Not ecommerce. BIK is built around stores, carts and orders. Banks, schools or clinics will find general platforms a better match.
FAQ
How much does the WhatsApp Business API cost per message?
It depends on the category and the recipient's country. In October 2026 Meta charges $0.0250 for a marketing message and $0.0034 for a utility message to a US number, and ₹0.8631 and ₹0.1150 to an Indian number. Provider fees are extra.
Is the WhatsApp Cloud API free?
Access to the Cloud API is free, but messages are not. Meta charges for delivered marketing, utility and authentication templates, and from 1 October 2026 for service replies beyond 1,000 per number per month. Click-to-WhatsApp entry point conversations and incoming messages remain free.
What is Meta's WhatsApp authentication pricing?
In most markets authentication costs the same as utility, for example $0.0034 to US numbers. Some markets have a much higher authentication-international rate for eligible businesses, such as $0.0304 for India as reported by InstantDM. Authentication gets volume tier discounts.
How is WhatsApp calling priced?
Calls that customers place to your business are free. Business-initiated calls are charged per six-second pulse, by destination country and monthly volume tier, using Meta's calling rate cards.
Do WhatsApp API rates change?
Yes. Meta can change rates on 1 January, 1 April, 1 July and 1 October, with at least a month's notice for rate card updates. The October 2026 update raised marketing rates in the UAE, Saudi Arabia, Mexico and Kuwait.
Which WhatsApp API provider is cheapest?
Meta's rate is the same with every provider, so the cheapest provider is the one adding the least. BIK's BSP (API-only) offering passes Meta's rates through with no markup for $10 per number per month and no platform fee; the BIK platform is a separate subscription from $250 per month. Compare total cost, including plan fees, at your real volume.
