How Much Does WhatsApp Marketing Cost per Message in 2026?
Meta's WhatsApp marketing message rates for India, the US, UAE, UK, Saudi Arabia, Indonesia and Brazil in October 2026, the cost of 10,000 to 1 million sends, how provider markups change it, and seven ways to lower the bill.
Short answer: In October 2026, Meta charges between about $0.012 and $0.064 per delivered WhatsApp marketing message in major markets: ₹0.8631 (about $0.0118) in India, $0.0250 in the US, $0.0576 in the UAE and Saudi Arabia, $0.0635 in the UK, $0.0411 in Indonesia and $0.0625 in Brazil. Your provider then adds its own fee or markup, which can raise the cost by 20% or more. BIK passes Meta's rate through at cost, with no markup.

WhatsApp marketing is priced per message, not per contact or per campaign. That makes the cost easy to predict once you know three things: the recipient's country, the message category, and what your provider adds on top. This guide gives current Meta rates for seven markets, works out the cost of 10,000, 100,000 and 1,000,000 sends, and shows where brands can lower the bill without sending less.
How WhatsApp message pricing works in 2026
Since 1 July 2025, Meta bills the WhatsApp Business Platform per delivered template message. Every template you send falls into one of three categories, and each has its own rate in each country:
- Marketing: promotions, offers, launches, abandoned cart reminders, back in stock alerts and most re-engagement messages. This is the most expensive category.
- Utility: messages tied to a transaction the customer started, such as order confirmations, shipping updates and payment receipts.
- Authentication: one-time passwords and login codes.
A few rules shape the bill:
- You pay only for delivered messages. A message that fails or never reaches the phone is not charged by Meta.
- The recipient's country code sets the rate, not the country your business is in.
- Volume tiers apply only to utility and authentication. Higher monthly volumes in a market unlock lower rates for those two categories. Marketing has no volume discount from Meta.
- Service messages now cost money. From 1 October 2026, free-form replies inside the 24-hour customer service window are charged at the recipient country's utility rate, after 1,000 free service messages per business phone number per month. The allowance does not roll over. Our service message pricing explainer covers this change.
- Click-to-WhatsApp entry points stay free. When a customer starts a chat from a Click-to-WhatsApp ad or a Facebook Page button, messages inside the free entry point window are not charged.
- Rates change quarterly. Meta only changes prices on the first day of a quarter: 1 January, 1 April, 1 July or 1 October.
WhatsApp marketing message cost by country
These are Meta's base rates per delivered message, before any provider fee and before tax, as of October 2026. India rates come from Meta's INR rate card. Rates for the US, UK, Indonesia and Brazil are as reproduced by InstantDM from Meta's rate card; UAE and Saudi Arabia reflect Meta's 1 October 2026 update as reported by YCloud.
| Recipient country | Marketing | Utility | Notes |
|---|---|---|---|
| India | ₹0.8631 (about $0.0118) | ₹0.1150 (about $0.0014) | Marketing rate rose on 1 January 2026 |
| United States | $0.0250 | $0.0034 | Same rate for Canada (North America) |
| United Arab Emirates | $0.0576 | $0.0157 | Marketing rose from $0.0499 on 1 October 2026 |
| United Kingdom | $0.0635 | $0.0220 | Marketing rate rose on 1 July 2026 |
| Saudi Arabia | $0.0576 | See Meta rate card | Marketing rose from $0.0501 on 1 October 2026 |
| Indonesia | $0.0411 | $0.0250 | Utility is unusually high relative to marketing |
| Brazil | $0.0625 | $0.0068 | Eligible businesses can be billed in BRL from 1 July 2026 |
Rates change every quarter, so always confirm against Meta's current rate card on its developer pricing page before you budget. Some Indian providers list higher India figures, such as ₹1.09 for marketing and ₹0.145 for utility. Those are the provider's prices, and may include tax or a margin, not Meta's base rate.
Two patterns stand out. India is by far the cheapest major market for marketing messages, at less than half the US rate. And in the Gulf, the UK and Brazil, a marketing message costs five to ten times more than in India, so targeting and frequency matter much more there.

How much do 10,000, 100,000 and 1 million messages cost?
Here is the Meta cost of marketing sends at each volume, with every message delivered, before provider fees and tax.
| Country | 10,000 messages | 100,000 messages | 1,000,000 messages |
|---|---|---|---|
| India | ₹8,631 | ₹86,310 | ₹8,63,100 |
| United States | $250 | $2,500 | $25,000 |
| UAE | $576 | $5,760 | $57,600 |
| United Kingdom | $635 | $6,350 | $63,500 |
| Saudi Arabia | $576 | $5,760 | $57,600 |
| Indonesia | $411 | $4,110 | $41,100 |
| Brazil | $625 | $6,250 | $62,500 |
To put these in context: a brand with 25,000 opted-in customers that sends four campaigns a month sends 100,000 marketing messages. In India that is about ₹86,000 a month at Meta's rate. In the US it is $2,500. In the UAE it is $5,760.
Indian brands also pay 18% GST, which is applied on the provider's invoice rather than inside Meta's rate card.
How provider markups change the cost
You cannot buy WhatsApp messages from Meta through a chat tool without going through a provider. Providers charge in one of three ways, and the choice can change your bill more than the country does.
| Provider model | Example | 100,000 US marketing messages | 100,000 India marketing messages |
|---|---|---|---|
| Meta rate at cost | BIK (no markup on messages; platform plan from $250 per month on contacts is separate) | $2,500 | $1,180 |
| Small fixed fee per message | Gupshup: $0.001 per message on top of Meta | $2,600 | $1,280 |
| Larger fixed fee per message | Twilio: $0.005 per message on top of Meta | $3,000 | $1,680 |
| Percentage markup | Provider charging 20% above Meta, a level independent audits report for some India-focused tools | $3,000 | $1,416 |
Fixed per-message fees hit cheap markets hardest. Twilio's $0.005 fee adds about 42% to an India marketing message but 20% to a US one. Percentage markups scale with the rate, so they cost the most in expensive markets such as the UK and the Gulf. At 1,000,000 UK marketing messages, a 20% markup is $12,700 a month.
Platform fees sit on top of either model: a monthly plan, per-seat charges, add-ons and per-number fees. Our guide to WhatsApp BSP markups explains how to read a provider's rate card, and the WhatsApp Business API pricing guide covers platform fees in detail.

How to lower your WhatsApp marketing cost
The cheapest message is the one that reaches a customer who wanted it. Most savings come from sending fewer wasted messages, not from a lower rate.
1. Segment before you send
Sending a sale announcement to your entire list is the most expensive way to use WhatsApp. Build segments on purchase history, browsing, location and engagement, and send each campaign only to the customers it fits. Customers who have not opened a WhatsApp message in months are usually better reached by email, which costs far less per send.
2. Use utility templates for transactional messages
Order confirmations, shipping updates and delivery notices are utility messages, which cost a fraction of marketing. In India, ₹0.1150 against ₹0.8631. Make sure transactional templates are written and categorised as utility, without promotional content that would make Meta classify them as marketing.
3. Cap frequency
Meta limits how many marketing messages a single user can receive from businesses, and messages over that limit fail. Customers who get too many messages also block or report you, which harms your quality rating. A frequency cap that skips anyone who has had a set number of messages in a time window protects both.
4. Retry failed sends instead of resending campaigns
When a campaign message fails because of Meta's per-user marketing limits, you are not charged, but you also lose the sale. Retrying those specific messages later, inside a defined window, recovers reach without rebuilding the campaign or double-messaging customers who already got it.
5. Send when customers read
A message that arrives at 2 pm and gets read at 9 pm has a lower chance of converting than one sent at 9 pm. Timing each segment to its usual engagement window raises the return on every paid message.
6. Start conversations from Click-to-WhatsApp ads
When a customer taps a Click-to-WhatsApp ad or a Facebook Page button, the conversation opens a free entry point window. Your replies, product cards and follow-ups during that window are not charged. For acquisition, that is often cheaper than sending marketing templates to cold contacts.
7. Remove the markup
If your provider adds 20% to every message, switching to a provider that passes Meta's rate through at cost cuts the bill by about a sixth without any change to what you send.

How BIK keeps WhatsApp message costs down
BIK is a premium retention, conversational commerce and helpdesk platform built for established and fast-growing ecommerce brands, and a Meta Business Solution Provider. BIK's standard plans start at $250 per month and are priced on unique contacts; 100,000 contacts is $300 per month. They are built for brands doing about ₹1 crore or more in monthly revenue, and smaller brands can start on BIK's startup plan. WhatsApp messages sent from the platform are charged at Meta's rate card at cost, with no markup, in every country and for every message category. Brands that only need WhatsApp API access can use BIK as a BSP instead: $10 per WhatsApp number per month, no platform fee, no markup.
Each of the cost levers above is a built-in BIK feature:
- Segments and journeys on one customer profile across WhatsApp, email, SMS, RCS, Instagram, web push and live chat, so you can send WhatsApp only where it earns its cost.
- Messaging Limits skip recipients who have exceeded a configured message count in a time window, across WhatsApp, email and SMS.
- Smart Retry automatically retries WhatsApp campaign messages that failed, such as those hit by Meta's per-user marketing limits, with intelligent timing inside a retry window.
- Best Time to Send recommends a send window for each segment from historical engagement.
- Do Not Disturb pauses marketing messages during quiet hours and resumes after.
- Fallback AI generates a Meta-compliant backup template when your primary template is paused or restricted, so a campaign does not fail.
- Click-to-WhatsApp ads: BIK connects to your Meta ad account, lets you attach chat flows at the campaign, ad set, ad or ice-breaker level, and shows the chat funnel next to your ad metrics.
- Template builder with separate Marketing and Utility categories, so transactional messages go out at the lower utility rate.

When another option fits better
- You only want a basic WhatsApp inbox and occasional broadcasts. If you are not running a retention programme, a full platform is more than you need. Smaller brands that want retention can start on BIK's startup plan.
- Developer-led messaging. If you are building WhatsApp into your own product and only need an API, BIK's BSP offering or a CPaaS provider such as Twilio may suit your engineering team better.
- Not an ecommerce business. BIK is built for stores, carts and orders. Other sectors will find general WhatsApp tools a better match.

FAQ
How much does one WhatsApp marketing message cost in India?
Meta's INR rate card lists ₹0.8631 per delivered marketing message to an Indian number, as of October 2026. GST at 18% is added on the provider's invoice, and many providers add a markup on top of Meta's rate.
What does a WhatsApp marketing message cost in the US?
Meta charges $0.0250 per delivered marketing message to US and Canadian numbers, as of October 2026. Provider fees are extra, for example Twilio adds $0.005 per message.
Is WhatsApp marketing cheaper than SMS?
It depends on the country and your SMS rates. In India, a WhatsApp marketing message costs ₹0.8631 at Meta's rate. Compare that with your SMS provider's per-message price, and factor in that WhatsApp supports images, buttons and carousels.
Do I pay for WhatsApp messages that fail?
No. Meta charges only for delivered template messages. Some providers, such as Twilio, charge a small fee for failed messages, so check your provider's terms.
Are there volume discounts on WhatsApp marketing messages?
Not from Meta. Volume tiers apply only to utility and authentication messages. Any discount on marketing messages comes from your provider's pricing, so a provider with no markup is the closest you get to a discount.
How often do WhatsApp message rates change?
Meta updates rates only on the first day of a quarter: 1 January, 1 April, 1 July and 1 October. Check Meta's rate card each quarter, especially for the Gulf, the UK and India, which have all had marketing increases in the past year.
Are messages from Click-to-WhatsApp ads free?
Yes, within the free entry point window. When a customer starts a chat from a Click-to-WhatsApp ad or Facebook Page button and you reply in time, messages in that window are not charged.
